देश की सामाजिक-राजनीतिक परिस्थितियों पर मुस्लिम संगठनों का परिसंघ ‘मुशावरत’ का चिंतन

उत्पीड़न के विरुद्ध उत्पीड़ितों की एकता पर ज़ोर, बरेली में हाल ही में हुए दंगों, गुजरात, असम, उत्तर प्रदेश,उत्तराखंड, मध्य प्रदेश, झारखंड और अन्य राज्यों में मुसलमानों को निशाना बनाए जाने पर आक्रोश,मौलाना तौकीर रज़ा खान की गिरफ़्तारी और बरेली में मुसलमानों के ख़िलाफ़ अनुचित कार्रवाई की निंदा और उनकी तत्काल रिहाई की माँग, लोकतंत्र और क़ानून के शासन दरपेश ख़तरों से लड़ने का संकल्प, अल्पसंख्यकों का अखिल भारतीय सम्मेलन बुलाने का निर्णय, देश भर से आए सदस्यों और प्रतिनिधियों ने प्रस्तावों पर चर्चा में भाग लिया, सभी प्रस्तावों और बजट की सर्वसम्मति से मंज़ूरी नई दिल्ली: देश और समाज गंभीर समस्याओं का सामना कर रहा है, भारत का लोकतंत्र ख़तरे में है, हर तरफ़ भय और आतंक का माहौल है, जिसका हमें अटूट विश्वास और निडरता के साथ सामना करना होगा। यह विचार ऑल इंडिया मुस्लिम मजलिस ए मुशावरत के अध्यक्ष फिरोज अहमद एडवोकेट ने शनिवार को मुशावरत की कार्यकारी परिषद और आम सभा की संयुक्त बैठक में व्यक्त किए। उन्होंने कहा कि हमारा सबसे शक्तिशाली हथियार वोट है और स्थिति यहां तक पहुंच गई है कि अब इसे कमजोर करने और यहां तक कि समाज के कमजोर वर्गों से यह शक्ति छीनने की साजिशें की जा रही हैं। वोट छीनने के लिए एसआईआर का इस्तेमाल किया जा रहा है। उन्होंने कहा कि दबे-कुचले लोगों को एकजुट होने, एक साथ बैठने और मिलकर काम करने की जरूरत है। इसके लिए मुशावरत के अध्यक्ष ने नवंबर के अंत या दिसंबर की शुरुआत में एक अखिल भारतीय सम्मेलन बुलाने का प्रस्ताव रखा, जबकि मुशावरत के उपाध्यक्ष मौलाना असगर अली इमाम मेहदी सलफी ने कहा कि आज हमारा समाज पहले से कहीं अधिक अव्यवस्थित और अज्ञानी है। हमें पहले अपने युवाओं को प्रशिक्षित करने की जरूरत है, फिर उन्हें आगे बढ़ाने की। पूर्व सांसद सैयद अज़ीज़ पाशा ने कहा कि मुशावरत को कश्मीर से कन्याकुमारी तक हर जगह मज़बूत और सक्रिय करने की ज़रूरत है, और पूर्व सांसद कुंवर दानिश अली ने ज़ोर देकर कहा कि मुशावरत पूरी ताकत से और हर स्तर पर सक्रिय किया जाए, और हमें हर कुर्बानी के लिए तैयार रहना चाहिए। प्रोफ़ेसर बसीर अहमद ख़ा ने ज़्यादा से ज़्यादा पार्टियों और हर छोटे-बड़े संगठन के प्रतिनिधियों को शामिल करने पर ज़ोर दिया, तो डॉ. अनवारुल इस्लाम ने कहा कि मुशावरत को संगठनात्मक मुद्दों और मतभेदों से आगे बढ़कर अपने मूल लक्ष्य और घोषणा पर ध्यान केंद्रित करना चाहिए। श्री हारून रशीद (मुर्शिदाबाद), मोहम्मद अहमद मोमिन (औरंगाबाद), अब्दुल कय्यूम ख़ान (श्रीनगर) और प्रोफ़ेसर अक़ील अली सैयद (गुजरात) ने मुशावरत को ज़मीनी स्तर पर सक्रिय बनाने का प्रस्ताव रखा, जबकि इंडियन यूनियन मुस्लिम लीग के सचिव श्री मुहम्मद आसिफ ने सुझाव दिया कि मुशावरत को राजनीतिक दलों से भी मिलना चाहिए और उनके नेताओं को चर्चा के लिए आमंत्रित करना चाहिए। मुस्लिम संगठनों के परिसंघ, आल इंडिया मुस्लिम मजलिसे-मुशावरत के इस अधिवेशन ने दर्जन भर से अधिक प्रस्तावों को स्वीकृति दी। जिनमें सांप्रदायिक हिंसा की बढ़ती प्रवृत्ति की निंदा, उत्पीड़ितों की एकता पर ज़ोर, बरेली में हुई हिंसा पर चिंता, गुजरात, असम, उत्तर प्रदेश, उत्तराखंड, मध्य प्रदेश, झारखंड और अन्य भाजपा शासित राज्यों में सरकारी मशीनरी द्वारा मुसलमानों को निशाना बनाए जाने पर चिंता व्यक्त की गई और पीड़ितों को उनके नुकसान की भरपाई की माँग की गई। मुशावरत ने इत्तेहाद-ए-मिल्लत काउंसिल के अध्यक्ष मौलाना ताक़ीर रज़ा ख़ान की नज़रबंदी की निंदा की और उनकी आवाजाही पर लगे सभी प्रतिबंध हटाने की माँग की। बैठक में असम, उत्तर प्रदेश, मध्य प्रदेश, उत्तराखंड और देश के विभिन्न हिस्सों में मदरसों और मस्जिदों को अवैध रूप से ध्वस्त करने और मुसलमानों पर बुलडोज़र चलाने को संविधान और क़ानून का उल्लंघन बताया गया और इसी तरह, कानपुर और बरेली में “आई लव मुहम्मद” पोस्टर को लेकर पुलिस की अनुचित कार्रवाई को बेहद निंदनीय और असहनीय बताया गया। ये प्रस्ताव मुशावरत के उपाध्यक्ष नवीद हामिद और महासचिव शेख मंजूर अहमद ने पेश किए, जबकि पूर्व राजदूत और मुशावरत के सदस्य ज़िक्र-उर-रहमान ने अंतरराष्ट्रीय मामलों पर एक प्रस्ताव पेश किया, जिसमें फ़िलिस्तीनी मुद्दे पर विस्तार से प्रकाश डाला गया। बैठक में सर्वसम्मति से इज़राइली आक्रमण की निंदा की गई और कहा गया कि संयुक्त राष्ट्र के 197 सदस्य देशों में से 157 द्वारा फ़िलिस्तीन को एक स्वतंत्र राज्य के रूप में मान्यता देना आशा की किरण है। बैठक में कहा गया कि हम फ़िलिस्तीन के उत्पीड़ित लोगों के साथ खड़े हैं। सभा की शुरुआत मौलाना अज़हर मदनी द्वारा पवित्र कुरान की आयतों के पाठ से हुई। अध्यक्ष के उद्घाटन भाषण के बाद, मौलाना डॉ. शीश मुहम्मद इदरीस तैमी ने समुदाय के दिवंगत सदस्यों के लिए शोक प्रस्ताव पेश किया और उपस्थित लोगों ने उन के लिए दुआ की। महासचिव (वित्त), श्री अहमद रजा ने 2025-26 का बजट प्रस्तुत किया, जिसे बैठक में सर्वसम्मति से अनुमोदित किया गया, जबकि महासचिव (मीडिया) श्री अहमद जावेद ने कार्य रिपोर्ट प्रस्तुत की, जिसमें मुशावरत के पिछले एक वर्ष के प्रदर्शन की समीक्षा की गई, प्रयासों, चुनौतियों को प्रस्तुत किया गया। इसके सामने आने वाली चुनौतियाँ और इसकी प्रगति। रिपोर्ट के अनुसार, मुशावरत ने एक संघ के रूप में अपनी भूमिका बनाए रखी है जिसने विभिन्न मुस्लिम संगठनों, विद्वानों, बुद्धिजीवियों और सामाजिक कार्यकर्ताओं को एक साझा मंच प्रदान किया है। सदस्य संगठनों के साथ नियमित संपर्क बनाए रखा गया ताकि राष्ट्रीय और अंतर्राष्ट्रीय मुद्दों पर एक साझा रुख अपनाया जा सके, और नई संस्थाओं से संपर्क बढ़ाकर उन्हें मुशावरत से जोड़ने के प्रयास भी किए गए। साथ ही, यह भी कहा गया कि सीमित वित्तीय संसाधन मुशावरत की गतिविधियों के विस्तार में एक बाधा हैं। सदस्य संगठनों के बीच बेहतर संबंध और समन्वय स्थापित करने की आवश्यकता है। इसके लिए अधिक ध्यान और संसाधनों की आवश्यकता है, विशेष रूप से लगातार बदलती राजनीतिक और सामाजिक स्थिति को देखते हुए, और देश में बढ़ती सांप्रदायिक घृणा, ध्रुवीकरण, हिंसक प्रवृत्तियों और नागरिक स्वतंत्रता में लगातार गिरावट के कारण पहले से कहीं अधिक चुनौतियाँ सामने आ रही हैं। रिपोर्ट में इस बात पर ज़ोर दिया गया है कि मुशावरत कुरान के इस निर्देश पर आधारित है कि “नेकी और धर्मपरायणता के कार्यों में एक-दूसरे की मदद करो, और पापों और अपराधों में किसी के सहायक न बनो।” और यह कि “अपने बीच के भूलचूक को माफ़ कर दो, उनके लिए माफ़ी मांगो और उनसे मशविरा करो, फिर जब तुम फ़ैसला कर लो, तो अल्लाह पर भरोसा रखो। निस्संदेह, अल्लाह उन लोगों से प्यार करता है जो उस पर भरोसा करते हैं।” सभा का समापन अध्यक्ष के समापन भाषण और उपाध्यक्ष मौलाना असगर इमाम मेहदी सलफ़ी AIMMM, The Confederation of Muslim organizations discuss sociopolitical conditions of the country

*Emphasis on unity of the oppressed against oppression, Outrage over recent riots in Bareilly, targeting of Muslims in Gujarat, Assam, UP, Uttarakhand, Madhya Pradesh, Jharkhand and other states, Condemnation of the arrest of Maulana Tauqir Raza Khan and the unwarranted action against Muslims in Bareilly and demand for their immediate release, Reaffirmation of the resolve to fight the threats facing democracy and rule of law, Decision to convene an All-India Convention of Minorities, Members and delegates from different parts of the country participated in the discussion on the resolutions, All resolutions and the current year’s budget unanimously approved *New Delhi:* The country and the community are facing serious problems, India’s democracy is in danger, there is an atmosphere of fear and terror everywhere, which we have to confront with unwavering confidence and fearlessness. These views were expressed here on Saturday by All India Muslim Majlis e Mushawarat President Mr Feroz Ahmed Advocate in a joint meeting of the executive council and general body of the Mushawarat. He said that our most powerful weapon is the vote, and the situation has reached such a point that now conspiracies are being made to weaken it and even snatch this power from the weaker sections of society. SIR is being used with great boldness to snatch votes. He said that the oppressed need to unite, sit together and work together. For this, the President of the Mushawarat proposed to convene an all-India convention in late November or early December, while the Vice President of the Mushawarat, Maulana Asghar Ali Imam Mehdi Salafi, said that today this nation is more disorganized and unaware than ever. We need to first train our youth, then take them forward. Former MP Syed Aziz Pasha said that AIMMM needs to be strengthened and activated everywhere from Kashmir to Kanyakumari, and former M.P. Kunwar Danish Ali emphasized that AIMMM will be implemented with full strength, and we should be ready for every sacrifice. While Prof. Baseer Ahmad Khan emphasized on including representatives of as many parties and every small and big organization, Dr. Anwarul Islam said that the AIMMM should move beyond organizational issues and differences and focus on its original mandate and manifesto. Mr. Harunnur Rashid (Murshidabad), Muhammad Ahmad Momin (Aurangabad), Abdul Qayyum Khan (Srinagar) and Prof. Aqil Ali Saiyed (Gujarat) proposed to make the consultation active at the grassroots level and present in the media, while Indian Union Muslim League Secretary Mr Muhammad Asif suggested that the AIMMM should also meet political parties and invite their leaders for discussions. The meeting passed more than a dozen resolutions on issues of the country and the community. Among them were condemnation of the growing trends of communal violence, emphasis on the unity of the oppressed, concern was expressed over the recent violence in Bareilly, targeting of Muslims by the government machinery in Gujarat, Assam, UP, Uttarakhand, Madhya Pradesh, Jharkhand and other BJP ruled states, and a demand was made to compensate the victims for their losses. The consultation condemned the detention of Ittehad-e-Millat Council President Maulana Taqir Raza Khan and demanded the lifting of all restrictions on his movement. The meeting termed the illegal demolitions and bulldozing of madrassas and mosques and the use of bulldozers against Muslims in Assam, UP, Madhya Pradesh, Uttarakhand and various parts of the country as a violation of the Constitution and law, and similarly, it termed the unjustified actions of the police in Kanpur and Bareilly regarding the “I Love Muhammad” poster as highly reprehensible and intolerable. These resolutions were presented by the AIMMM’s Vice President Mr Naveed Hamid and the General Secretary Sheikh Manzoor Ahmed, while former Indian Ambassador and AIMMM’s member Prof. Zikr-ur-Rehman presented a resolution on international affairs, shedding light on the Palestinian issue in detail. The meeting unanimously condemned the Israeli aggression and said that the recognition of Palestine as an independent state by 157 of the 197 member countries of the United Nations is a ray of hope. The meeting said that we stand with the oppressed people of Palestine. The meeting began with the recitation of the verses from Holy Quran by Maulana Azhar Madani. After the opening remarks of the President, Maulana Dr. Muhammad Shees Taimi presented a resolution of condolence for the deceased members of the community and the attendees prayed for their forgiveness. The General Secretary Finance, Mr. Ahmed Raza, presented the budget for 2025-26, which was unanimously approved by the meeting, while the General Secretary (Media) Mr. Ahmed Jawed presented the executive report, which reviewed the performance of the AIMMM for the past one year, covering its efforts, challenges faced by it and its progress. According the report, the AIMMM has maintained its role as a federation and an umbrella body that has given a common platform to various Muslim organizations, scholars, intellectuals and social workers. Regular contact was maintained with the member organizations so that a common position could be adopted on national and international issues, and efforts were also made to increase contacts with new institutions and connect them with the AIMMM. At the same time, it was also said that limited financial resources are an obstacle to expanding the activities of the AIMMM. There is a need to establish better relations and coordination between the member organizations. This requires greater attention and resources, especially in view of the ever-changing political and social situation, and because of the growing sectarian hatred, polarization, violent tendencies and the increasing decline of civil liberties in the country pose greater and greater challenges than ever before. The report emphasized that AIMMM has been based on the instructions of the Quran that “Help one another in deeds of righteousness and piety, and do not be helpers of anyone in sins and transgressions.” And that “Forgive the wrongdoers among you, ask forgiveness for them and consult them, then when you have decided, put your trust in Allah. Indeed, Allah loves those who put their trust in Him.” The meeting ended with the closing remarks of the President

ظلم کے خلاف مظلوموں کے اتحاد پر زور ٭بریلی کے حالیہ فساد،گجرات،آسام، یوپی، اتراکھنڈ، مدھیہ پردیش، جھارکھنڈ اوردیگر ریاستوں میں مسلمانوں کو نشانہ بنائے جانے پرغم وغصہ٭مولانا توقیررضاخاں کی گرفتاری اور بریلی کے مسلمانوں پربلاجواز کارروائی کی مذمت اور ان کی فوری رہائی کا مطالبہ٭ جمہوریت اور قانون کی حکمرانی کو درپیش خطرات سے ڈٹ کر لڑنے کے عزم کا اعادہ٭ اقلیتوں کی کل ہندکنونشن بلانے کا فیصلہ٭ ملک کے ہرطرف خوف و دہشت کا ماحول ہے جس کا مقابلہ ہمیں اٹوٹ اعتماد اور بے خوفی سے کرنا ہے۔ ان خیالات کا اظہار ہفتے کو یہاں آل انڈیا مسلم مجلس مشاورت کے صدر فیروز احمد ایڈوکیٹ نے مشاورت کی مجلس عاملہ اور جنرل باڈی کے مشترکہ اجلاس میں کیا۔انہوں نے کہا کہ ہمارا سب سے طاقتور ہتھیار ووٹ ہے او ر نوبت یہاں تک آگئی ہے کہ اب اس کو بھی کمزور کرنے بلکہ کمزور وں سے یہ طاقت چھین لینے کی سازشیں کی جارہی ہیں۔نہایت ڈھٹائی کے ساتھ ایس آئی آر کو ووٹ کاٹنے کے لیے استعمال کیا جارہا ہے۔ انہوں نے کہا کہ مظلوموں کو سرجوڑ کر بیٹھنے اور اتحاد سے کام لینے کی ضرورت ہے۔صدر مشاورت نے اس کے لیے نومبر کے آخر یا دسمبر کے اوائل میں کل ہند کنونشن بلانے کی تجویزرکھی جبکہ مشاورت کے نائب صدر مولانا اصغرعلی امام مہدی سلفی نے کہا کہ آج یہ ملت ہمیشہ سے زیادہ بے ترتیب اور بے تربیت ہے۔ ضرورت ہے کہ ہم پہلے اپنے نوجوانوں کی تربیت کریں، پھر ان کو آگے بڑھائیں۔سابق رکن پارلیمنٹ سید عزیز پاشا نے کہا کہ مشاورت کو کشمیر سے کنیا کماری تک ہرجگہ مضبوط اور فعال کرنے کی ضرورت ہے اور سابق رکن پارلیمنٹ کنور دانش علی نے زور دیا کہ مشاورت کو پوری طاقت سے میدان عمل میں اترنا ہوگااور ہمیں ہرقربانی کے لیے تیار رہنا چاہیے۔ جبکہ پروفیسر بصیر احمدخاں نے مشاورت میں زیادہ سے زیادہ جماعتوں اور ہر چھوٹی بڑی تنظیم کے نمائندوں کو شامل کر نے پر زور دیا اور ڈاکٹر انوارالاسلام نے کہا کہ مشاورت کو تنظیمی امور اور اختلافات سے نکل کر اس کے اصل مینڈیت اور منشور پرآنا چاہیے۔ہارون الرشید(مرشدآباد)، محمد احمدمومن(اورنگ آباد)، عبد القیوم خاں (سرینگر)اورپروفیسر عاقل علی سید (گجرات) نے مشاورت کو زمینی سطح تک فعال اور میڈیا میں موجود بنانے کی تجاویز پیش کیں جبکہ انڈین یونین مسلم لیگ کے سکریٹری محمد آصف نے مشورہ دیا کہ مشاورت کو چاہیے کہ سیاسی پارٹیوں سے بھی ملاقات کرے اور ان کے لیڈروں کو بھی تبادلہ خیال کے لیے بلائے۔اجلاس نے ملک و ملت کے مسائل پر ایک درجن سے زائد قراردادیں منظور کیں۔ جن میں فرقہ وارانہ تشددکے بڑھتے رجحانات کی مذمت، مظلوموں کے اتحاد پر زور، بریلی کے حالیہ فساد،گجرات،آسام، یوپی، اتراکھنڈ، مدھیہ پردیش، جھارکھنڈ اوردیگر ریاستوں میں سرکاری مشینری کے ذریعے مسلمانوں کو نشانہ بنائے جانے پر اظہارتشویش کیاگیااور مطالبہ کیا گیا کہ متاثرین کے نقصانات کی تلافی کی جائے۔مشاورت نے اتحاد ملت کونسل کے صدرمولاناتوقیررضاخاں کی نظر بندی کی مذمت کرتے ہوئے ان کی نقل و حرکت پر ہرقسم کی پابندی ہٹانے کا مطالبہ کیا۔اجلاس نے آسام، یوپی،مدھیہ پردیش، اتراکھنڈ اور ملک کے مختلف حصوں میں مسلمانوں کو نشانہ بناکر کی جارہی ماورائے قوانین و ضوابط انہدامی کارروائیوں اور مدارس و مساجد پر بلڈوزر چلائے جانے کو آئین و قانون کی پامالی قرار دیا اور اسی طرح’آئی لومحمد پوسٹر‘ کو لے کرکانپور اور بریلی میں پولیس کی بلاجواز کارروائیوں کو انتہائی مذموم اور ناقابل برداشت کہا۔ یہ تجاویز مشاورت کے نائب صدر نوید حامد اور جنرل سکریٹری شیخ منظور احمدنے پیش کیں جبکہ سابق سفیر ہنداور رکن مشاورت پروفیسرذکرالرحمٰن نے بین الاقوامی امور پر قرارداد پیش کرتے ہوئے مسئلہ فلسطین پر تفصیل سے روشنی ڈالی اور اجلاس نے اتفاق رائے سے اسرائیلی جارحیت کی مذمت کی اور کہا کہ دنیا کے197ممالک میں اقوام متحدہ کے 157 ممالک کا فلسطین کو آزادمملکت تسلیم کرنا امید کی ایک کرن ہے۔اجلاس نے کہا کہ ہم فلسطین کے مظلوموں کے ساتھ کھڑے ہیں۔  اجلاس کی کارروائی کا آغاز رکن مشاورت مولانا اظہر مدنی کی تلاوت کلام پاک سے ہوا۔ صدر مشاورت کے افتتاحی کلمات کے بعد مولانا ڈاکٹرمحمد شیث تیمی نے ملت کے مرحومین کے لیے قرارداد تعزیت پیش کی اور حاضرین اجلاس نے ان کی مغفرت کی دعاکی۔ مشاورت کے جنرل سکریٹری(مالیات) جناب احمد رضا نے 26- 2025 کا بجٹ پیش کیا جس کو اجلاس نے اتفاق رائے سے منظور کرلیا جبکہ جنرل سکریٹری (میڈیا) جناب احمد جاوید نے کارروائی رپورٹ پیش کی جس میں گزشتہ ایک سال کی کارکردگی کا جائزہ پیش کرتے ہوئے مشاورت کی کاوشوں،اسے درپیش چیلنجز اور اس کی پیشرفتوں کا احاطہ کیا گیا تھا۔رپورٹ میں کہا گیا ہے کہ مشاورت نے ایک ایسے وفاق اور ایک ایسی چھتری کے طور پراپنے کردارکو برقرار رکھاہے،جس نے مختلف مسلم تنظیموں، علما، دانشوروں اور سماجی کارکنوں کو ایک مشترکہ پلیٹ فارم دیا۔رکن تنظیموں کے ساتھ باقاعدہ رابطہ قائم رکھا گیا تاکہ قومی و ملی مسائل پر مشترکہ موقف اپنایا جا سکے اورنئے اداروں سے روابط بڑھانے اور انہیں مشاورت سے جوڑنے کی کوششیں بھی کی گئیں۔ اسی کے ساتھ یہ بھی کہا گیا ہے کہ محدود مالی وسائل مشاورت کی سرگرمیوں کو بڑھانے کی راہ میں حائل ہیں۔رکن تنظیموں کے درمیان مزید بہترروابط و ہم آہنگی  قائم کرنے کی ضرورت ہے۔ بالخصوص ہردن بدلتی سیاسی و سماجی صورت حال کے پیش نظر اس پر زیادہ توجہ اور وافروسائل درکار ہیں اور یہ بھی کہ ملک میں بڑھتی ہوئی فرقہ وارانہ منافرت،پولرائزیشن، تشدد کے رجحانات اور شہری آزادی کی روزافزوں کمی ہمارے سامنے ہمیشہ سے زیادہ اور بڑی چیلنجزز ہیں۔ رپورٹ میں اس پر زور دیا گیا ہے کہ مشاورت کی اساس قرآن کی ان ہدایات پر ہے کہ ’نیکی اور تقویٰ کے کاموں میں ایک Mushawarat Working President Navaid Hamid welcomes SC Interim order on Waqf Amendment Act and termed it as a jolt for Government’s effort to usurp Waqf properties 

New Delhi: 15 September, 2025 Mr. Navaid Hamid, the working president of All India Muslim Majlis e Mushawarat (AIMMM) the only confederation of prominent Muslim organisations and affluent Muslims in country, has welcomed the interim order of Supreme Court on the contentious Waqf Amendment Act and has termed it satisfactory apart from decisive blow to the unconstitutional provisions of Waqf Amendment Act enacted by the Modi government under the pretense of having a majority in Parliament.  The judgement is also a reminder to BJP’s regional allies particularly Andhra Pradesh CM Chanderbabu Naidu and Bihar CM Nitish Kumar that supporting unconstitutional moves of BJP will bring embrassment to your politics of convenience for survival apart from being remembered as partners of the divisive agenda and even unconstitutional legislations. Mr. Navaid Hamid also reprimanded those ‘Muslim faces’ who were jumping to celebrate the Waqf Amendment Act and reminded them that the SC’s interim order has exposed their wisdom and understanding of the constitutional provisions. Mr. Navaid Hamid has reminded the proponents of the Waqf Amendment Act that the judgement has vindicated Muslims stand that the reforms in the Waqf provisions should be based on mutual consultations with real stake holders and as per the constitutional provisions and rights of the minorities as enshrined in the constitution. Mr. Hamid opined that Supreme court’s ruling for upholding the supremacy of the Waqf Tribunals in deciding the status of Waqf after nullifying provision for unbrilled role of collectors’ in the Act, the stayed provisions of nominations of non Muslims in Waqf Boards and limiting it to maximum.of three in it has vindicated muslim community’s concern about the vicious agenda of the government to usurp the Waqf properties in name of reforms.  Mr. Navaid Hamid has also welcomed SC stay on the provision mandating five years of practising Islam for the creation of Waqf,l which was affront on the consitutional rights of the citizens.  Mr. Navaid Hamid also expressed satisfaction that the Honorable Court has given a clear direction that the CEO of the Waqf Board will be a Muslim.

نئی دہلی :ملک میں ممتاز مسلم تنظیموں اور متمول مسلمانوں کی واحد کنفیڈریشن آل انڈیا مسلم مجلس مشاورت کے کارگزار صدر جناب نوید حامد نے متنازعہ وقف ترمیمی ایکٹ پر سپریم کورٹ کے عبوری حکم کا خیرمقدم کیا ہے اور اسے غیر آئینی ضوابط کے تحت مودی حکومت کے پارلیمنٹ میں اکثریت حاصل ہونے کے ضعم کے ذریعہ نافذ کردہ وقف ترمیمی ایکٹ کی غیر آئینی متنازعہ دفعات پر اسٹے لگا کر ان کے نفاذ پر روک لگانے کو مودی سرکار پر فیصلہ کن ضرب لگانے سے تعبیر کیا ہے۔ یہ فیصلہ بی جے پی کے علاقائی حلیفوں خاص طور پر آندھرا پردیش کے وزیر اعلی چندر بابو نائیڈو اور بہار کے وزیر اعلی نتیش کمار کے لیے بھی ایک یاد دہانی ہے کہ بی جے پی کے غیر آئینی اقدام کی حمایت کرنا آپ کی اپنی بقا کی سہولت کی سیاست کے لیے شرمندگی کا باعث بنا ہے، اس کے علاوہ آپ کو تاریخ میں تقسیم کرنے والے ایجنڈے کے شراکت داروں کے طور پر یاد کیا جائے گا۔ جناب نوید حامد نے ان ‘مسلم چہروں’ کی بھی سرزنش کی جو وقف ترمیمی ایکٹ کا جشن منانے کے لیے کود رہے تھے اور انہیں یاد دلایا کہ سپریم کورٹ کے عبوری حکم نے آئینی دفعات کے بارے میں ان کی دانشمندی اور سمجھ بوجھ کو بے نقاب کر دیا ہے۔ جناب نوید حامد نے وقف ترمیمی ایکٹ کے حامیوں کو یاد دلایا ہے کہ اس فیصلے نے مسلمانوں کے اس موقف کی توثیق کی ہے کہ وقف دفعات میں اصلاحات حقیقی اسٹیک ہولڈرز کے ساتھ باہمی مشاورت اور آئین میں درج اقلیتوں کے حقوق اور آئینی دفعات کے مطابق ہونی چاہئیں۔ جناب حامد نے رائے ہے کہ ایکٹ میں کلکٹر کے بے لگام انتظامی کردار کی شق کو سپریم کورٹ کے ذریعہ کالعدم قرار دینے کے بعد وقف کی حیثیت کا فیصلہ کرنے میں وقف ٹربیونلز کی بالادستی کو برقرار رکھنے کے سپریم کورٹ کے فیصلے، متنازعہ قانون میں وقف بورڈ میں غیر مسلموں کی نامزدگیوں کی شق کو کلعدم اور وقف بورڈ میں ان کی نمائندگی زیادہ سے زیادہ تین تک محدود کرنے کے فیصلہ سے حکومت کی  اصلاحات کے نام پر وقف املاک کو ہڑپ کرنے کے ایجنڈے پر بھی کراری ضرب لگی ہے۔ جناب نوید حامد نے وقف کے قیام کے لیے پانچ سال تک اسلام پر عمل کرنے کی شرط کو سپریم کورٹ کے ذریعہ کالعدم قرار دئے جانے کا بھی خیر مقدم کیا ہے اور اس بات کی یاد دہانی کرائی ہے کہ یہ شق شہریوں کے آئینی حقوق پر ڈاکہ زنی کے مترادف تھی۔ جناب نوید حامد نے اس بات پر بھی اطمینان کا اظہار کیا کہ معزز عدالت نے اپنے عبوری حکم نامہ میں واضح ہدایت دی ہے کہ وقف بورڈ کا سی ای او مسلمان ہوگا۔

The Criminalization of Poverty and migration while normalization of the plunder of power and wealth are not acceptable: Mushawarat

It calls on civil society, human rights defenders and sociopolitical organizations to stand shoulder to shoulder in resistance against disenfranchisement, sectarian violence, institutionalized bias and oppression. New Delhi: All India Muslim Majlis-e-Mushawarat (AIMMM), the confederation of Muslim organizations and eminent personalities in India, expresses its deep anguish and grave concern over attempts to snatch voting rights of marginalized communities through  SIR (Special Intensive Revision) in Bihar and anywhere in India as well as the alarming escalation of communal violence, hate crimes, and targeted acts of terrorism, particularly in states governed by the Bhartiya Janata Party (BJP), the misuse illegal uprooting of the Muslims in Assam and targeting Bengali speaking Muslims in various parts of country; the dangerous impact of Waqf (Amendment) Act 2025; the acquittal of the Malegaon blasts including adopting different responses to the judgments of Malegaon Blasts and the Mumbai train blasts by the Maharashtra government and other challenges faced by the Muslims in the country. This deeply troubling trend poses a serious threat to the secular and democratic fabric of the Republic of India. AIMMM President Mr. Feroze Ahmad Advocate reaffirmed commitments of the organization on the foundation day of the Mushawarat and he pledges legal, political, and moral resistance to disenfranchisement, communal violence, institutional bias, and oppression, while affirming solidarity with all marginalized communities in India and oppressed peoples abroad. He also said that the AIMMM calls a national convention on the issues at Delhi as soon as. Addressing the media persons at AIMMM office, Mr. Navaid Hamid, Vice President express deep concern over the recent imposition of tariffs by the United States on India, a move that will have a serious negative impact on Indian exporters, industries, and millions of workers dependent on global trade. The Modi government’s handling of this crisis has been marked by immaturity and a lack of foresight. This approach risks further alienating strategic partners and weakening India’s position in global trade discourse while AIMMM, the apex body of Muslim organizations and leading community voices across the country, also expresses its deepest anguish, moral outrage, and unequivocal condemnation of the continuing massacres, war crimes, and systematic atrocities being committed by the Israeli government against the Palestinian people, particularly in Gaza, West Bank, and other occupied territories in his press note issued on the event. He asserted that the AIMMM views these crises—both domestic and global—as interconnected assaults on justice, democracy, and human rights. The press note issued by AIMMM explained its views: The SIR process, meant to ensure transparency and accuracy in electoral rolls, is instead being weaponised to target and arbitrarily delete the names of voters belonging to marginalised communities, particularly Muslims, Dalits, backward castes, and economically weaker sections.Several credible reports from the ground indicate large-scale deletions of legitimate voters without proper verification or notice and deliberate denial of documentary proof, making it difficult for affected persons to challenge their removal from the rolls. The AIMMM holds that such misuse of the SIR process amounts to a direct assault on the democratic rights guaranteed under the Constitution of India. The right to vote is not a privilege—it is a fundamental expression of citizenship, and any attempt to undermine it is an attack on the very idea of Indian democracy.The Mushawarat therefore, demands an immediate halt to the ongoing SIR process in its current flawed form, calls for a comprehensive and independent review of deletions made so far; and warns that disenfranchisement of marginalised communities under the guise of technical corrections is not only unconstitutional, but also a serious threat to peace, social harmony, and democratic integrity. Escalating Communal Violence and Targeted acts of terrorism have not only increased in frequency over the past months but have also been marked by a dangerous pattern. Sections of the mainstream media continue to spread toxic propaganda that dehumanizes minorities and rationalizes hate. Political patronage and delayed or denied justice in high-profile hate crime cases further erodes public confidence in institutions meant to uphold constitutional values. Continued misuse of state machinery to illegally uproot Muslims, especially in Assam, under the pretext of eviction drives, “anti-encroachment” operations, and citizenship verification exercises, have created a climate of fear, instability, and statelessness among thousands of families, particularly those belonging to the Bengali-speaking Muslim community. Beyond Assam, Bengali-speaking Muslims have faced growing suspicion, discrimination, and exclusion in several states, especially in parts of Delhi NCR, Haryana and Uttar Pradesh, where they are arbitrarily accused of being “illegal immigrants” or “infiltrators”,subjected to police harassment, denial of government services, and exclusion from welfare schemes, their voter rights, citizenship status, and land ownership are being questioned, often without due process. AIMMM Stands Firmly Against: * The criminalization of poverty and migration, especially when directed against marginalized Muslim communities. * The weaponisation of citizenship laws and demographic narratives to further marginalize and disenfranchise Bengali-speaking Muslims. * The silencing of voices within civil society and media who speak out against such injustices. AIMMM Demands: 1. Immediate halt to all eviction drives in Assam without proper rehabilitation and legal process. 2. Transparent and fair review of citizenship and land records with representation and protection for affected communities. 3. Strong legal and institutional safeguards to prevent discrimination based on ethnicity, language, or religion. 4. Accountability from officials and governments involved in unconstitutional or inhumane actions. 5. A national response from secular and democratic forces to resist the growing pattern of selective targeting of minorities. The Waqf (Amendment) Act, 2025, far from improving the management and protection of Waqf properties, poses a direct threat to the autonomy, legal sanctity, and constitutional protection of Waqf institutions across the country. It represents a draconian centralization of powers, an attack on the community’s religious and charitable assets, and an attempt to bring Waqf institutions under complete political control. मुस्लिम संगठनों के महासंघ ऑल इंडिया मुस्लिम मजलिस ए मुशावरत ने मताधिकार छीनने की कोशिशों, गैरकानूनी बेदखली और लक्षित हिंसा की घटनाओं को न्याय, लोकतंत्र और मानवाधिकार पर हमला माना और सभी स्तरों पर कानूनी, राजनीतिक और नैतिक प्रतिरोध का संकल्प लिया। नई दिल्ली: ऑल इंडिया मुस्लिम मजलिस-ए-मुशावरत (AIMMM), जो भारत के मुस्लिम संगठनों और प्रमुख हस्तियों का महासंघ है, बिहार और देश के अन्य हिस्सों में एसआईआर (स्पेशल इंटेंसिव रिवीजन)के माध्यम से हाशिये पर पड़े समुदायों के मताधिकार छीनने की कोशिशों पर गहरी चिंता और दुख व्यक्त करता है। इसके साथ ही, मुशावरत का मानना है कि भाजपा-शासित राज्यों में, सांप्रदायिक हिंसा, घृणा अपराधों और अल्पसंख्यकों पर लक्षित आतंकवादी कार्रवाइयों में खतरनाक वृद्धि, असम में मुसलमानों को अवैध रूप से उजाड़ना, बांग्ला भाषी मुसलमानों को निशाना बनाना, वक्फ (संशोधन) अधिनियम 2025 के दुष्प्रभाव, मालेगांव विस्फोट के आरोपियों की दोषमुक्ति और महाराष्ट्र सरकार द्वारा मालेगांव व मुंबई ट्रेन विस्फोट मामलों में अलग-अलग रुख अपनाना – ये सभी देश के लोकतांत्रिक व धर्मनिरपेक्ष ढांचे के लिए गंभीर खतरा हैं। ये बातें शनिवार को यहां मुशावरत के अध्यक्ष फ़िरोज़ अहमद अधिवक्ता ने मीडिया के प्रतिनिधियों को संभोदित करते हुए कहीं। उन्हों ने इज़रायली सरकार द्वारा गाज़ा, वेस्ट बैंक और अन्य कब्ज़े वाले इलाक़ों में फ़िलिस्तीनी जनता के खिलाफ़ किए जा रहे नरसंहार, युद्ध अपराधों और संगठित अत्याचारों की कड़ी निंदा करती है। मुशावरत के स्थापना दिवस पर जारी किये गए विज्ञप्ति में कहा गया है कि मुशावरतइन सभी संकटों को न्याय, लोकतंत्र और मानवाधिकारों पर हमला मानती है और हर स्तर पर कानूनी, राजनीतिक व नैतिकप्रतिरोध का संकल्प लेता है। एसआईआर का दुरुपयोग यह प्रक्रिया, जो मतदाता सूची में पारदर्शिता और सटीकता सुनिश्चित करने के लिए है, हाशिये पर पड़े समुदायों—विशेष रूप से मुसलमान, दलित, पिछड़े और गरीब तबके—को निशाना बनाने और उनके नाम मनमाने ढंग से हटाने का हथियार बन गई है। रिपोर्टों के अनुसार, बिना सत्यापन या सूचना के बड़े पैमाने पर नाम काटे जा रहे हैं और दस्तावेज़ी सबूत स्वीकारकरने से इनकार किया जा रहा है। मुशावरतका कहना है कि यह मताधिकार पर सीधा हमला है और इसे तुरंत रोका जाना चाहिए। बढ़ती सांप्रदायिक हिंसा और लक्षित कार्रवाइयाँ हाल के महीनों में सांप्रदायिक हमलों, अवैध विध्वंस और धार्मिक रूप से प्रेरित आतंकवादी कार्रवाइयों में खतरनाक वृद्धि हुई है। कुछ मीडिया संस्थान घृणा फैलाने वाला प्रचार कर रहे हैं, राजनीतिक संरक्षण अपराधियों को बचा रहा है और न्याय में देरी जनता का विश्वास कम कर रही है। असम में विशेष रूप से बांग्ला भाषी मुसलमानों को उजाड़ने की मुहिम, और दिल्ली एनसीआर, हरियाणा, उत्तर प्रदेश में उन पर “अवैध प्रवासी” होने का आरोप लगाकर परेशान करना, एक संगठित भेदभावपूर्ण नीति का हिस्सा है। मुशावरतमांग करती है कि सभी बेदखली मुहिम रोकी जाए, नागरिकता और भूमि रिकार्ड का पारदर्शी परीक्षण हो, औरजातीय व धार्मिक भेदभाव से बचाने के लिए ठोस कानूनी सुरक्षा दी जाए। वक्फ (संशोधन) अधिनियम 2025 यह कानून वक्फ संपत्तियों के प्रबंधन और सुरक्षा को बेहतर बनाने के बजाय उनकी स्वायत्तता और संवैधानिक संरक्षण को खतरे में डालता है। सरकार को अत्यधिक नियंत्रण देकर, राजनीतिक हस्तक्षेप और भूमि अधिग्रहण के रास्ते खोलता है। भाजपा शासित राज्यों में इसका दुरुपयोग किया जा रहा है,  जबकि यह कानून अभी सर्वोच्च न्यायालय में समीक्षाधीन है।मुशावरत इसकी तत्काल वापसी की मांग करती है। मालेगांव विस्फोट मामला मालेगांव विस्फोट 2008के सभी आरोपियों की दोषमुक्ति, जिसमें 6 लोगों की मौत और सौ से अधिक घायल हुए, न्याय की विफलता है। महाराष्ट्र सरकार का रवैया मुंबई ट्रेन विस्फोट मामले से भिन्न रहा, जो दोहरे मानदंड को दर्शाता है। मुशावरतउच्चस्तरीय न्यायिक जांच और समान न्याय मानकों की मांग करता है। फ़िलिस्तीन में नरसंहार इज़रायल की कार्रवाइयाँ, जिनमें नागरिकों पर बमबारी, नाकाबंदी, भूखमरी और जबरन विस्थापन शामिल हैं, खुला नरसंहार हैं। मुशावरतअंतरराष्ट्रीय समुदाय, संयुक्त राष्ट्र और अंतरराष्ट्रीय अपराध न्यायालय से तत्कालहस्तक्षेप और इज़रायल के खिलाफ जवाबदेही तय करने की मांग और क्षेत्र के देशों को मानवता के साथ खड़े होने तथा उत्पीड़न और नरसंहार को कभी बर्दाश्त न करने का आग्रह करती है।
