Concerns over reduction in budget allocation of welfare

AIMMM president Mr. Feroze Ahmad Advocate said that Nirmala Sitharaman has disappointed the minority communities New Delhi: All India Muslim Majlis e Mushawarat, the only confederation of Muslim organizations and personalities of eminence, expressed concerns over the complete neglect of the minority communities in the general budget and said that even during the budget speech, no mention has been made by Finance Minister Nirmala Sitharaman about the development of minorities. AIMMM president Mr. Feroze Ahmad Advocate said that the National Democratic Alliance government presented its eleventh full budget in a row. During the general election and even before the budget presentation the unemployment, inequality and inflation were the major issues that have also impacted the results of the Lok Sabha Elections 2024. When we talk about budget allocation for marginalized communities such as Minorities, Scheduled Castes, Scheduled Tribes, Disable Persons, gender and children, the situation is not encouraging in this budget as well as Dr. Jawed Alam Khan, member of the organization and expert of the socio-economic affairs said “there is no serious efforts has been made to address the inflation and unemployment related challenges in this budget. AIMMM emphasizes that despite the low development indicators of minorities, there was a drastic decline of 38 per cent in the previous year’s budget (a decrease of Rs 1,913 crore from 2022-23) for the MoMA. For the last few years, MoMA has not been able to utilise funds against the BE. The ministry spent Rs 3,998.57 crore out of the BE of Rs 5,029.10 crore and Rs 4,325.24 crore out of Rs 4,810.77 crore in 2020-21 and 2021-22, respectively. Actual expenditure of Rs 802.69 crore was incurred out of the Rs 5,020.50 crore outlay in 2022-23. When we talk about budget allocation for marginalized communities such as Minorities, Scheduled Castes, Scheduled Tribes, Disable Persons, gender and children, the situation is not very encouraging in this budget.  It is recommended that the total budget allocation for MoMA should be significantly increased, given the level of deprivation in the educational attainment of minorities. All the scholarship schemes should be made demand-driven, along with additional financial resources to enhance unit costs and revision in the eligibility criterion related parental income. The schemes which have been discontinued should be revived. Under the 15 Point Programme, resource allocation should be made in line with the diverse needs of minority communities across different sectors.

 فلاح و بہبود اور تعلیم کے بجٹ میں تخفیف پر اظہار تشویش 

عام بجٹ میں اقلیتوں کو نظر انداز کرنے پر صدر مشاورت فیروز احمد ایڈوکیٹ کااحتجاج،2022-23میں اقلیتی وزارت کی بند کی گئی اسکیموں کو دوبارہ بحال کا مطالبہ نئی دہلی: آل انڈیا مسلم مجلس مشاورت کے قومی صدرجناب فیروز احمد ایڈوکیٹ نے عام بجٹ میں اقلیتی طبقہ کو پوری طرح نظر انداز کیے جانے پر عدم اطمینان کا اظہار کرتے ہوئے کہا کہ بجٹ تقریر کے دوران وزیر خزانہ نرملا سیتا رمن نے اقلیتوں کے ترقی سے متعلق کوئی ذکر نہیں کیا ہے۔ اقلیتوں کے لئے مجموعی بجٹ 3183 کروڑ روپے مختص کیا گیا ہے جوکہ عبوری بجٹ کے برابر ہے۔ عبوری بجٹ پیش کرنے کے دوران وزارت برائے اقلیتی امور کا مجموعی بجٹ پہلے ہی کم کر 3183 کروڑ روپے ہوگیا تھا جوکہ مالی سال2022-23 میں 5020 کروڑ روپے تھا۔ جبکہ مشاورت کے رکن اور ماہر اقتصادیات جناب ڈاکٹر جاوید عالم خان نے اس سلسلے میں کہا کہ بجٹ تخفیف کے بارے میں مرکزی وزارت برائے خزانہ کا یہ کہنا تھاکہ ضلعی اور صوبوں کے سطح پر نافذ کی جارہی اسکیمیں بہتر ڈھنگ سے مختص بجٹ خرچ نہیں کر پارہی ہیں،اسی لئے مرکزی وزارت برائے اقلیتی امور کے بجٹ میں تخفیف کی گئی ہے۔ دراصل مجموعی بجٹ تخفیف کی اہم وجہ کئی ساری اقلیتی اسکیموں کو بند کردینا ہے جیسے کہ پری میٹرک اسکالرشپ جو پہلے درجہ 1 سے 10 تک دی جارہی تھی وہ اب 9 اور 10 کے طلباء کو ہی فراہم کی جارہی ہے۔ مدرسہ جدید کاری اسکیم، مولانا آزاد فیلوشپ، نئی اڑان اور مولانا آزاد فاؤنڈیشن کو مکمل طور سے بند کردیا گیا ہے۔ ان ساری وجوہات کی بنا پر اقلیتی امور کی وزارت کا بجٹ 2022-23 کے مقابلے تقریباً 40 فیصد کم ہوگیاہے۔   صدر مشاورت نے کہا ہے کہ اقلیتی طبقے کو یہ امید تھی کہ 23 جولائی کو مکمل بجٹ پیش کرنے کے وقت مرکزی وزیر خزانہ اپنی تقریر میں ملک کے عوام کے سامنے 2047 تک ہندوستان کو’وکست بھارت‘ بنانے کا ایجنڈا ضرور پیش کریں گی لیکن ’وکست بھارت‘ کے اعلانات میں ملک کی کل آبادی میں 20 فیصد اقلیتی طبقے کی ترقی کے بارے میں کوئی ذکر نہیں کیا گیا ہے اور اقلیتوں کے بجٹ کا تناسب مجموعی بجٹ میں اس سال مزید  کم ہو کر.06 0فیصد سے بھی کم ہوگیا ہے۔ اس بجٹ سے یہ بھی ظاہر ہوتا ہے کہ حکومت اقلیتوں کو’وکست بھارت‘ کی مہم میں شامل کرنے میں زیادہ دلچسپی نہیں رکھتی ہے۔ اقلیتوں اور خصوصاً مسلمانوں کی تعلیمی اور اقتصادی پسماندگی کو دیکھتے ہوئے وزارت برائے اقلیتی امور کے بجٹ میں اضافہ کرکے دلتوں اور آدی واسیوں کے مختص بجٹ کے برابر رکھنا ضروری ہے۔ صدر مشاورت جناب فیروز احمد ایڈو کیٹ نے مطالبہ کیا کہ2022-23 میں اقلیتی وزارت کی جن اسکیموں کو بند کیا گیا تھا ان کو فی الفور بحال کرنی کی اشدضرورت ہے۔ اسکالرشپ اسکیموں میں اہلیت، مالی تعاون کی مقدار اور کوٹہ یا اسکالرشپ کے نمبرات میں 2008 سے کوئی تبدیلی نہیں کی گئی ہے اس لیے اس میں مزید اصلاح کی ضرورت ہے۔ وزیراعظم کے 15 نکاتی پروگرام کو دلتوں اور آدی واسیوں کیلئے چلائے جارہے سب پلان کے طرز پر شروعات کی گئی تھی لیکن اس کے نفاذ کی صورتحال بہت خراب ہے۔ لہٰذا 15 نکاتی پروگرام کے بہتر نفاذ کیلئے مختص بجٹ میں اضافہ اور مانیٹرنگ کو بہتر بنانے کی ضرورت ہے۔

Honorable Madam! Please stop UP govt from harassing Madrasas

All India Muslim Majlis e Mushawarat submission to the President of of India, interference in the activities of madrasas is against the constitution and law, please don’t allow the constitutional rights of Muslims, religious freedom, educational autonomy and comprehensive development to be violated, most children studying in madrasas belongs to the families live under poverty line and madrasas provide them education without any cost and discrimination, UP government is spreading sensation by counting non-formal part-time learning centers as Madrasahs New Delhi: In a letter addressed to the President of India, Draupadi Murmu, the All India Muslim Majlis e Mushawarat, the only confederation of Muslim organizations and personalities of eminence, has condemned the hostile actions of the government of Uttar Pradesh for harassing religious educational institutions in the state, sending madrassa children to schools and expelling non-Muslim children from madrassas. Expressing serious concern, AIMMM has requested them that interfering in the activities of madrasas is against the constitution and law, please do not allow the constitutional rights of Muslims, religious freedom, educational autonomy and comprehensive development to be violated. AIMM also requested the President of India that most of the children admitted here in Madrasahs are those who live below the poverty line and Madrasahs are centers of free education, food and accommodation. The Confederation of Muslim organizations pointed the Constitution guarantees religious and linguistic minorities to establish and run educational institutions of their choice, the Right to Education Act obliges the Center and the states to provide quality education in educational institutions of their choice and religious institutions are protected in this law. It says that these Madrasahs bear the burden of educating more than one crore children across the country and lakhs of them in the state of UP. More than one report of the central government’s Scheme for Providing Quality Education in Madrasas [SPQEM] has found that children’s attendance is higher here than in government schools and that Madrasah teachers are more punctual, responsible and attentive to students. The submission emphasizes “the number of students admitted to madrassas are not only from BPL families but also because of the absence of government primary schools in the nearby neighborhoods. Similarly, thousands of Muslim and other religion children study in Vedic Pathshalas, Shishu Mandir and Christian missionary schools. Only targeting Madrasahs is exposing the intention. The attention of the President has been sought on religious freedom, educational autonomy and comprehensive development and pointed that the condition of the education system in the state is very poor, more than 100 Shiksha-mitras have committed suicide due to non-payment and discouragement of madrassas will have a very bad effects on the state of education in the state.  It should be clear that many other state governments of BJP are doing also this kind of arbitrariness, which causes deep concern and unrest in society. This petition asserts that the Uttar Pradesh government is spreading sensation by counting non-formal part-time learning centers as Madrasahs. It should be noted that in the list of more than 8,000 unapproved madrasahs that the UP government has released, many private tuition accommodations, part-time learning centers established inside mosques or elsewhere have also been included, even by their operators or the mosque administration didn’t name it.
